Digital Center
Union Digital Center (UDC) is a state-of-the-art information and knowledge center (telecentre) based on the information and technology set up in the Union Council, which aims at ensuring information service to grassroots people. From this center, people of rural areas get life and livelihood based information and necessary services in their home environment very easily.
On November 11, 2010, the Honorable Prime Minister inaugurated the Union Digital Center (UDC) at its Union Parishad and the Union Council of Directors of the United Nations Development Program (UNDP) and the former Prime Minister of New Zealand, Mr Helen Clark, from the Charakukrimukhi Union of Bhola district, through video conferences. About 40 lakh people are receiving information and services from these centers. With the help of the Union Digital Center, getting public and private services in easy, quick and low cost, the positive changes in the lives of the local people have started to turn into a very positive change.
The Union Digital Center started its journey in front of the slogan 'Service at Doorsteps'. Due to the establishment of the Union Digital Center, it has been possible to create a free flow of information in every state of the society and the state system, where people are not going to door to door to serve them, but reaching the service is reaching the doorstep of the people. Free submission is one of the prerequisites for empowering the public. With the establishment of Union Digital Center in the country's 4,501 union parishad, the access to free flow of information in rural areas has reached the fastest possible time with the help of information and services.
Materials:
In order to ensure better information services for the general public of the area, a union digital center has multiple computers and related materials, which have been set up gradually and are being done. The UDC's necessary input comes from entrepreneurial investment and the Union Parishad's Fund (Revenue Sector OLOGSP-2 project). A computer with a minimum stabilizer, a sophisticated printer, a color printer, a modem for online connection, a scanner, a digital camera can be started initially in a UDC program. But for the full UDC management, the following materials are needed -
Multiple computers (desktop and laptop)
1 multimedia projector with large screen
1 color printer
1 modem
1 scanner machine
1 digital camera
Depending on the local demand, there may be less or more than the abovemention at a union digital center.
Union Digital Center has been established based on PPPP (Public-Private-People's Partnership) model. There are two local youth entrepreneurs in each UDC, among them a man and a woman. These entrepreneurs manage UDC. Along with a woman and a male entrepreneur at some centers, another woman and male are working as 'alternative entrepreneurs'. Entrepreneurs are not UDC salaried employees, income of every UDC entrepreneur income The entrepreneur is also an investor in UDC.
Partnership or Partnership:
The Union Digital Center led by the Local Government Division is being managed. Under the guidance of the Cabinet Division and the management of the local administration, other activities including the supervision of UDC are conducted. From the LGD and Bangladesh Computer Council (BCC), the funds for training of UDC's required ICT equipment and entrepreneurship have increased. BCC also provided solar panels in 1013 uninterrupted unions. Bangladesh Climate Change Trust and A2i (Access to Information) program in the Prime Minister's Office provided uninterrupted power to all the UDCs by supplying solar panels to all the union digital centers across the country. Outside, more than one bank-insurance, mobile companies, NGOs, educational-research institutes, hardware-software associations are involved with UDC with their services, new skills and technical support.
Digital Center Management System:
To help UDC entrepreneur's income estimation and follow-up of local administration, UDC program management or 'Digital Center Management System' (http://114.130.54.229/home/) has been created to create an online software.
